Rules and Policies

At NoVa Youth Hoops, our goal is to provide a basketball experience that is safe, fair, competitive, and developmentally appropriate for every player. Our rules and policies help ensure that players, coaches, and families understand what to expect throughout the season.

Our policies cover three important areas:

Playing Time

We believe players should have meaningful opportunities to participate while also recognizing that playing-time expectations vary based on the level of competition.

  • Developmental, Elementary House, and Middle School House: Players attending the full game are generally guaranteed a minimum of 50% playing time, with a maximum of 75%.
  • 4th Grade Select and High School House: Players attending the full game are guaranteed a minimum of 25% playing time, with a maximum of 75%.
  • Travel Basketball (5th–8th Grade): Because of the competitive nature of travel basketball, playing time is earned and there are no established minimum or maximum playing-time requirements.
  • The policy also addresses situations such as injuries, medical issues, discipline, fouling out, and limited roster availability.

Coaches and designated team personnel are responsible for tracking playing time and following the league's requirements.

Grade-Level & Division Rules

Our basketball rules are designed to be age-and developmentally appropriate, with modifications to standard NFHS rules where appropriate.

Depending on the player's grade and division, rules may address:

  • Ball size and basket height
  • Game length and overtime
  • Defensive requirements
  • Pressing and double-teaming
  • Stealing from the dribbler
  • Inbound plays
  • Free-throw procedures
  • Isolation plays
  • Playing-time requirements

Younger divisions have additional restrictions designed to emphasize skill development, team play, and learning the game, while older and more competitive divisions progressively introduce more advanced game tactics.

Concussion Protocol

Player safety is our highest priority. NoVa Youth Hoops has established procedures for recognizing, responding to, and managing suspected concussions and other head injuries.

Our concussion protocol requires that:

  • A player suspected of having a concussion is immediately removed from play.
  • A player may not return to play on the same day.
  • Parents or guardians are notified as soon as reasonably possible.
  • The player should be evaluated by an appropriate licensed healthcare provider.
  • Written medical clearance is required before returning to play.
  • Return to basketball should follow an appropriate, gradual return-to-sport progression.
  • Players are never pressured to play through a suspected concussion.

Our policy also includes guidance for emergency warning signs, return-to-learn considerations, prevention, and the responsibilities of coaches, parents, and players.

Rules are an important part of creating a positive basketball environment, but they are only one part of what makes NoVa Youth Hoops successful. We expect our coaches, players, parents, and volunteers to uphold the principles behind these policies: safety, sportsmanship, fairness, development, and respect for the game and one another.
